i have been to see my GP and he prescribed me a cream for it. Ive seen other cases of phimosis and they are much worse then mine but i still feel like it isnt right i cant retract my foreskin back while flaccid and erect but when erect it is harder. i can go most of the way but there is like a band around my penis which is really tight that is kinda of preventing it and it is kinda of swelled up ill link a picture but some help would be appreciated image.

You might want to be careful, that kind of swelling could get worse with paraphimosis in the worst case scenario if you ever get to a state where you can't restore the foreskin forward over the head of penis.
I ran into similar issue as you I think, but I can only retract with effort while flaccid. It then results in a tight band around the base of the head where it retracted to. I never then let it get erect from there to see what happens, as I don't want to risk things. In your photo, looks like you can retract it further down than I can and you are more enlarged at that point, I'm still small & flaccid after retracting.
I guess keep trying the cream & phimosis stretching that others recommend here until things get better if ever. Interested to see what others will have to say about your condition, since mine is similar.

Jake, I think the band that you have is the problem - to me this is not ordinary phimosis - I think you may need to see a Urologist to get this sorted, you may need a small surgical procedure to free the restriction of the band .....

What kind of surgical procedure might that be like?

This is very dependent upon what the individual Urology Surgeon is confident in doing, AND in what THEY believe would best suit your situation you have with your penis.
This should not be confused with circumcision, as, in my opinion very simple surgery would most likely resolve what you have - so the surgeon would make a small cut to relive the pressure where you have the band and put a technique in place to ensure your erections are normal from there onwards ....
