Not sure what this is

Hello, I recently had an UTI and had taken some antiboitics to fix that. I also had some bumps or spots appear on my penis. I had unprotected anal and oral sex about a month ago. After a few weeks the bumps appeared so I went to a dermatologist and he said it was nothing serious and perscribed me an ointment. Later that day, I started urinating blood. Thats when I found out about the UTI when I went to the hospital. They gave me some antiboitics and the UTI seems to have been cleared out my body. The bumps started to clear up. Went and got tested and my results came back fine. Except for some weird reason, I never got my results back saying if I had herpes or not. Now all of a sudden the bumps are reappearing and more severely. I'm really concerned and cant tell what kind of bumps are on my penis.

Can anyone tell is if this isn't herpes?
