NSFW: Help! What is this bump on back of penis?

Looking for guidance... Can anyone provide insight as to whether this is normal ingrown hairs or something or is this genital warts, herpes, HPV or anything concerning that might have been received or be transmittable sexually?

I'm not sure if you can tell in the pictures but I do shave my pubes and have had ingrown hairs in the past that look similar and in the same area but they usually are painful and this one isn't. It has been there for about two weeks. It is not oozing but is hard about pea sized or so and virtually no changes. When this appeared I'd not had sex in 3 months. I last used an indoor tanning bed about 4 months ago and have been nude tanning some for about 15 years if that matters. Also have smoked off and on for about 25 years. Currently not smoking.

Also concerned about the brown/ dark spots on the head/gland area. I wasn't sure if it might be related to the afformentioned bump or a sexually transmitted thing.

    since you have its probably an infected air follicle, or it could be blocked oil duct, the makes on and around the head, are more than likely age related, im not sure on your age, but thinking around 40?
