Ongoing problems for more than 2 years please help...

It all started when i discovered i have phimosis, i tried betamethasone to fix it but frenulum was too short so i had frenuloplasty surgery. Afterwards i noticed my glans was getting very red and sensitive, my doctor thought i had balanitis, i tried a few creams like travogen and travocort (both isoconazolnitrat), i could see some improvement but it wouldn't last, after shower, masturbation, sex or erection my glans would get super red and sensitive. My doctor said a circumcision would solve my problems, did the surgery but my problems are still here. He then thought i have eczema on my glans because i have eczema on my face sometimes and scalp. He than gave me some Daktacort (micozonal & hydrocortison) and said after 10 days i should see some results and continue with some travogen. Tried also some hydrocortisone 1% and i could see my glans being less red but still nothing long term and it made my glans more sensitive than it already is. Didn't see any results so i headed to a dermatologist, told him my story and said i might have psoriasis or dermatitis. He gave me a treatment for 2months, elocom (mometasonfuroat) use: first 7days every day and then 2times a week maintenance and some protopic(tacrolimus monohydrat) 5x a week. After 6weeks no succes. My dermatologist suggested a biopsy if my ongoing treatment doesn't work. Maybe someone has any idea of what i might have and help me out.
