Oral HPV or what else can it be

it started 19 days ago with two growths (parallel on two sides, under the tongue) and I visited oral surgeon. He said it's normal and it's my salivary glands. After that, nothing improved. I feel that the skin inside mouth is swollen and I am facing some new "growths" inside the lips. Not sure if HPV warts or what. i also have red dots on my palate.

I tried to rinse my mouth with some salted water- It didn't really help improving the situation.imageimage
