Looks like a callous. Is this a specific pressure point? Usually one gets callouses on the side of big toe where the shoe may chafe. They are also called "corn". Not sure, I'm just guessing. Probably you have seen a kind of band-aid called corn-caps that remove the callous / corns without actually cutting it.
But I think it is better to get it checked - mainly due to where it is.
