Painful eruptions on lips

i have been having whitish eruptions on my lower and upper lips, along the ridges. These are painful and dont seem to go away with time and are hardening. its been almost 2 years and newer ones seem to occur every 6 months. i was told that these are fordyce spots, but its impossible as they are painful and are eruptions over the skin and not under. any help on diagnosis is appreciated. pics attached

    They look like fever blisters to me. They can come in all different shapes and sizes and are definitely painful. Also resemble a herpes outbreak, no disrespect meant at all. However, if that's a possibility you should get checked out just to be safe image
