Painful Row of Lumps on Penis

I am sorry in advance for the unpleasant photo of this, but can anybody help me find out what is wrong here? It is very difficult to clean right now explained below.
I had protected sex on Friday (was quite aggressive on the penis), and on the Sunday this very painful section on the right hand side of my penis formed. It is very painful to touch, and hurts even when just sat down. It has been there for 5 days now, and isnt really showing any signs of going. I have been using steroid cream there, which soothes but hasnt done much else.
It itches from time to time, and burns a little when I urinate.
I've never had anything like this before and appreciate any advice.
The photo doesnt show it well, but the red area is raised (but doesn't appear to be filled with anything), and the white area above it is the cream I put on this morning.

David, were you prescribed the steroid cream, and by whom if so? My fear is that you actually have a severe skin condition, it is possible you may have not noticed this developing and the recent sexual activity has hastened the development of it.
You should see a Doctor as soon as possible, go immediately to a Walk-In Sexual Health Center or go to a GUM Clinic at your local General Hospital if you are in the UK ......

this is probably a yeast infection. still go be seen by your doctor but buying something thatll help with yeast may do you some good

Hi Everybody, thank you for your assistance.
A new development is that this morning, ive pulled the skin back on the area to wash it, and i now see the skin has gone on all that area (like sun burn). Maybe this adverse reaction will clear by itself now? Otherwise i can go to docs on Monday.
The steriod cream was off the shelf hydrocortizone.

It has also now formed white skin above the red area, with a whitish yellow dischaege.

Thank you all for your help.
I have booked into the doctors on Monday morning, unfortunately no doctors apart from A&E here (NZ) on a Sunday.
