PCOS ? Help

so im 19 years old and i have recently undergone tests to rule out PCOS.

my symptoms were :

missed/late periods consistently from being aged 15/16

spots / acne

headaches

some IBS

cramps etc.

the ultrasound showed my ovaries looked slightly polycystic as i had too many follicles but because my bloods did not meet the criteria of excess androgens they would not class it as PCOS. But i have been told that cysts would most likely develop. Has anyone else experienced this as its frustrating because i know that something is not right with me.
