Hi, can I just check, were you sexually active or even masturbated to some extent during the two days vacation, or perhaps a few days prior to that?
What I think you have at least partly going on is a Dermatological reaction to something the skin has been in contact with - as you are swimming the area in which you were in terms of the ocean could have had some pollution in it, such as ship or boat fuel for example, or the swimming pool you were in could have got the water treatment chemical wrong and the mix may have been too strong. This is pure guess-work and the source of the irritant could have been elsewhere - for example if you masturbated for a period of time and you had applied a lube of some kind, even skin creams, lotions of things like baby oil can become a severe irritant given the wrong additional circumstances.
What you need to be aware of is that sometimes penile skin can reach a point of distress that basically anything sets off a reaction like this - so for example, if you used a condom in the recent last days this too can be sufficient to cause a reaction like this.
What you need to ensure you do at the moment is to exclude any contact with your penile skin with soaps, body wash, such as shower gel, and basically anything else you may on occasion apply to the skin of your penis.
I said 'partly going on' because you could have a combination of factors acting on the skin of this area of your penis, and this or these could have been sexually acquired, and this is why I ask whether you were sexually active around the time this appeared.
You mention herpes, as far as I can tell this does not have the features of a herpes outbreak - however, if you feel you have been at risk of sexually acquired diseases or infections you would be best to get tested to rule these out. There are large percentages of many westernised countries that are carriers of herpes, many such carriers are unaware of that they are carriers, and many of these may never have genital outbreaks at all.
I would suggest the best medical professional for you to see would be a Dermatologist that specialises in Genital Skin Conditions, some of the major sexual health centers have these as part of the regular team, or you could contact or go to any sexual health service and ask how you can see a Genital Skin Condition Dermatologist .....

Thanks for the feedback. It's been several weeks, over a month since my last sexual contact. The last time I masterbated was 3 days prior to the lesion. It's actually getting better. if it is still there when I return home ill see a specialist. For now chalking this up to reaction from something in the ocean or pool.

Sounds a good approach to take.
For general penile skin health the essentials are minimise contact with all soaps and all forms of body cleansers, use natural products such as coconut oil for hydrating the skin and lube for masturbation .....
