i have this thing for like 4 years and its been like this. can someone tell me what it is and do i need to see a doctor ?

Sorry for the late reply too.
Looks like a cyst or some other growth that'll need cutting off. Certainly a doctor job if you already seen one.
Are the limps soft or hard?
