Penis and testicle growth!!

hi im johnathan and i turned 20 last year in september, and my penis and testicle havent grown at all. my penis doesnt have pain or anything it looks perfect, the down side of it, is that its really small. i was a premature born baby, so i dont know if that plays a part in my growth. also im about 5'6 and 140. can someone please help me understand why im not seeing any form of grow.
