As this is where your circumcision was it is difficult to be sure what you have going on - go get a visual of this by your own doctor / gp, or at a sexual health service

yes beacuse everytime after i masterbate there will be these clear white bumps like two days later i popped them and it left a scar

It does not make sense why you are getting the clear bumps - if you want to get this sorted you are going to need to see a medical professional
