Percentage in COPD

I am unsure now as with my check ups they seem to think all is going well and yet i am so breathless. They put the thing on my finger and say i am getting enough oxygen into my lungs so there is no worry there and thing i don't understand is now that i don't the Spirometry test done how they know that i am at 58%

None of us are pleased to suffer with Lung problems. Your 58% lung capacity, while certainly distressing, is better than me. I'm at 30% and every day, every task is a struggle. In addition I don't qualify for oxygen as my O2 level is above 88.
The thing is that once you loose lung function, you don't recover it back. So learning breathing procedures and controlling your breathing environment take on special importance.
Expelling CO2 is most important, so breath in for a count of 2 and then out for a count of 3 to 4. It is particularly effective to help recover when your breathless.
Another important concern is your personal environment. Dry or low humidity can make breathing more difficult (especially in the colder months). A home humidifier can help. As for me I have a Nebulizer that creates a mist with a prescribed fluid. I breath the mist and it helps relax my airways.

Oh my god scary 30% so sorry guess you think i'm daft complaining and i try to think it has to get better so this is such a worry. I asked about a Nebulizer and was told this was years ago they gave you that and inhalers do the same thing just when i am breathless that doesn't seem to do it for me and then i get so anxious and that then makes it worse.

I don't mean any harm, but have you getting a second opinion from a different Pulmonary Specialist (Dr.). Any Dr. worth their salt would never object.
I still recommend controlled breathing and suggest that you ask your local Hospital or Lung Association about classes. You may want to get a friend or family member to escort you there at first.
Also, look at your diet to see where you might make healthier decisions.
