I haven't been sexually active for awhile, I recently (dec 2nd) meet a woman and we had a little fling. She was clean of STDs and the such (she showed me the results and we had unprotectedsex only once) File size is too big I stopped dating her around the 25th of December and since about the first or second of Jan I've noticed this on the head of my penis. I did a lot of research Online and I cant find anything about it, i went to the local health department and they didnt have anyone to do the testing there but I described it to the nurse and she said it seemed like friction burn from rough masterbation. She said to use aloe lotion and vaseline to keep it from drying out. The skin is tightened on the edge of the head and it scabs if I dont put moisturizer on it. Now there is a spot where it kind of hurts like you ripped a scab off of a wound and there is a little spot that is raw.

What I need to be certain of is whether you apply any thing else to the the head and foreskin area of your penis on a regular basis. So this could be Baby Oil or any other petroleum oil based product such as normal skin cream, or other form of Lube or moisturiser?
The nurse you spoke sounds like she is onto the right kind of thing, and I would suggest you use Aloe Vera Gel only in the next few weeks and see what happens.
If you had seen a sexual health specialist or a regular doctor the first thing to rule out for them would be whether you had an initial yeast or other bacterial infection that you got from unprotected penetrative sex. They would most likely have given you a standard antifungal cream such as you would treat athlete's foot with (e.g clotrimazole 1%).
If this was linked to the sexual activity you may have gone past the point where you would deal with this with an antifungal, or, what you actually have is totally unconnected with sexual activity and you have an actual skin condition developing.
If you want to seek out further information yourself then look up Balanitis - although be warned, the simple use of the term is used to describe transient symptoms on the head and / or foreskin of the penis that will eventually clear away with the correct treatment, or, it is also used to define the presence of permanent skin disorders.

for the last 2 weeks all I have applied to the area would be the aloe vera lotion. Around the time that I first noticed it, i masturbated with baby wash in the shower I'm not sure if connected or not. I generally wash using dove for men bar soap like I have been for about. a year now.

Short update, not sure if related but I started getting VERY mild discomfort in my testicles. I show no other signs of an STI or anything of that nature. Redness has reduced but not completely gone. No discharge from urethra or anything of that nature.

Discomfort in testicles likely to be unconnected - more likely linked to something you have done while masturbating, or a mild trauma to the area.
When you have something like this going on you should avoid any soap, shower gel or stuff like the baby wash from getting on the head of your penis altogether. When you shower, draw your foreskin forward - then once you have cleaned everywhere else and thoroughly rinsed your entire groin region expose the head of your penis and clean with the water only by rubbing gently with the inside of your hand. The essential is that you completely dry the head and foreskin area of your penis as soon as you get out of the shower as this kind of issue can be made worse, or actually caused by not sufficiently drying your penile skin correctly ....

I am uncircumcised if that makes a difference, I've had the same awash routine for years and years with nary a problem, which is why I was really concerned when this just happened out of the blue.

.... things like this occur when a completely set of circumstances have been 'added to the mix' like having unprotected sexual intercourse, it could be something else that is quite innocent in nature such as not drying yourself after washing your penis in quite a through manner as you used to do ..... how are things getting on now ...... ?

Red spot is still there, I've been putting antibacterial cream on it and its seemed to help but still not completely gone.

When you have something like this that is not clearing the options are that the conditions for it being there in the first place still exist, and / or the correct remedial treatment has not been put in place.
The essentials are keeping all bodily cleansing agents away from the are - when showering spend some time thoroughly rinsing this area and you must completely dry it each time you wash your penis, and immediately after you get out of the shower. Pat it dry with a clean towel rather that using brief rubbing motions in the area.
Another Male who had this problem had tried assorts to remedy something that looked very similar, including seeing a Doctor and a sexual health specialist, if I remember rightly - what he eventually found to cure it was something that is used to cure problematical Nappy Rash and the brand he used was Desitin - I would try the cream version on this ....
