no im not sexually active and i have good hygiene for a month im not wearing undergarments as im in home all the time i use washed clothes eveytime and take bath regularly

Something is causing the skin on the head of your penis irritation for it to react in this way, or there is something untoward with the skin itself.
Do you have any skin problems elsewhere on your body?
Masturbation can be a source of distress for the head and foreskin of the penis - do you apply anything to your penis for or during masturbation?
The dusting powder you used would not have sufficient healing factor about it - you may need to see a doctor, or perhaps even a dermatologist to get an appropriate topical medication (cream)
