So when you say " the change in color in the top part is normal and the other side looks like grey or bluish " - I would say both these colours are typical in the head of the penis - however, you would expect a predominence of one over the other, whereas you have both going on.
This could be an indicator of blood flow issues within the penis, or ever, a broader health problem you may have. The only person that could tell you whether this is normal or not is a Urologist.
The red spots are caused by irritation of the sensitive skin of the head of the penis. This could be anything from a soap you are using, some form of body wash, a skin cream you apply, baby oil, a Lube - that kind of stuff, or a mixture of different things.
If you are sexually active and use condoms the irritation source can be the condom itself, if you have unprotected penetrative sex you may be getting a slight fungal / yeast infection for vaginal, or bacterial from anal. Or again, there could be a combination of factors from the first listing type I have outlined, plus something that is taking place in your sexual practices.
Obviously if you are not sexually active but masturbate regularly or frequently it could be something that is going on within that: again Lubes, skin cream, baby oil can be a part of the irritation if you happen to use them regularly or each time you masturbate .......
