Please help me find a solution- Is this ETD?

I'm 21 and I've had hearing issues my whole life. I had ear tubes placed when I was a kid, once those fell out I continued it have chronic pressure issues and ear infections. At 13, I had permanent tubes placed in, but a year or so later those fell out too. Every doctor I've seen says there's something wrong with my ears but they don't know how to diagnose me since every MRI scan I've done has come back normal. One doctor just told me I'd never be able to hear normally. I constantly have a feeling of my ears blocked up, headaches, dizziness and fatigue that affects my everyday life. And my ears never pop- not even on planes. I'm just at a loss as to what to do and how to fix this?
