Hey Bobby,
It looks so dry and perhaps irritated from the dryness and might be a fungal thing going on too. A friend's dermatologist had him mix equal parts of Petroleum Jelly, Hydrocortisone Cream and Antifungal Cream (like jock itch cream) which he applied two or three times a day. All of those items you can get over the counter without a prescription and it cleared up his problem. Might be worth a try. I know the petroleum jelly is messy on the underwear, but his doctor said it protects the skin.
Good luck!!!

Hello Bobby, my penis experienced symptoms like this over an extended period of time and I eventually was able to cure my situation, although I had to consider many different factors that could contribute to the skin being like this.
So yes, you have done the right things by involving medical professionals, and I can empathise that no one can get to the bottom of what is going on for your penile skin. And yes, it is depressing, particularly when your skin is as bad as this, and the people who should be sorting this for you are not doing so .....
So I can work with you on an ongoing basis to help you get this sorted - you may need to involve the help of a Dermatologist, or even a specialist dermatologist that specifically deals with Genital Skin Disorders.
.
To start with I need as much information as possible: conform whether you are circumcised or not? are you sexually active now? in the time that your skin has been like this have you always been sexually active? if so, do you use condoms? regularly, sometimes, never?
have you actually seen a skin specialist, such as a Dermatologist?

i am not circumcised, i am sexually active now n have been for the past 3-4 years. i used to sometimes but now i have a miss i never use condoms, and ive never seen a speciallist, and when the skin got like this before i was still sexually active. this might sound ridiculous but will it even just be normal down their ive had problems in the past other than this

So yes, it can be normal again, if your skin is no longer irritated, that is.
If you are regularly sexually active and not using condoms what you may be getting is regular contact with fungal / yeast infections, or potentially bacterial as well, if you having both vaginal and anal sex.
These kinds of circumstances can be sufficient no to let your penile skin recover. In addition, it also depends on what the skin of your penis is also exposed to on a regular basis that may also be causing skin irritation.
So up until now you have seen a regular doctor, and when you say clinic, is this a sexual health clinic?
When you say " ive had problems in the past other than this " - what was this specifically?
