While not directly related to your masturbation - that is, masturbation would not have cased this, certainly masturbating will make this appear to be worse and may prompt an adverse reaction. So, in simple terms, the more masturbating you do the more this condition will further develop.
What I think you may have is a specific genital skin condition - the other thing I am prompted to think of is whether the skin in the area was ever damaged, this may have been when you were a young child, but this could have something to do with what is happening now?
This may even have been that you had real difficulties in exposing the head / glans of your penis when you were younger?
In terms of cure, the CORRECT steroidal application may have great benefits for what you have. First of all you need a correct diagnosis and this will determine the EXACT form of treatment that will best suit what is going on.
The best Medical Professional to deal with this is a Dermatologist, and, you may actually need to see one that specialises in Genital Skin Disorders / Conditions - they will diagnose what you have and find the best way to treat it: this may involve you trying a range of different steroid ointments until the most appropriate one is found to work best - so, please do NOT get disheartened if you are given something and it does not seem to work. Thank you so much for the reply, ive had this for a while now id say about a year and a half, ive always thought it was masterbation. i saw my general doctor and he recommended a cream called " imiquimod " ive applied it and all it does is burn my skin and gave me blisters so i stopped using it and told him. im just scared if this is an STD or something like that.

The doctor you have seen does not have the specialised knowledge to deal with this. As I say, the best medical specialist to see would be a Dermatologist that specialises in Genital Skin Disorders / Conditions as I think this is a skin disorder.
If it has been in place for way over a year it is not presenting in the way the majority of STD / STI's would do ....
