No itching nor burning, only if I touch it. It feels really sore and I have some kind of fluid coming out of it. No discharge and I do have my foreskin. I also have some white stuff under my tongue that hurts and I kind of lost my taste.

Yes and that was also negative. I have had 2 big Std tests, both negative and they included everything. I had lil smaller one and then single syphilis test and also everything was negative. I my mouth I have what it appears to be red patches with white rings are them which are usually not painful. Currently on my penis the rash had went away but I still have some kind of discoloration. I have no idea what it is and my doctors too.

If it's itchy and feels a bit sore then it could be a skin issue like lichen sclerosus.
Notice how the patches are near your urethra opening? It could be left over urine on your penis that is causing the problem.
Try rolling back your foreskin each time you pee and drying afterwards with toilet paper. Do this every time you pee, same after you ejaculate.
I suffered with lichen sclerosus for years, steroid creams only worked temporarily. The above method solved my problem permanently.
It won't take long for you to see results, it should clear up in 1 - 2 weeks.
