What age are you? Are you sexually active? The photo is not clear - the same photo taken in bright daylight or sunshine would give the needed detail to comment

Given the location there are several different types of Glands that can develop

If you are sexually active always safest to get tested if you have not used protection .....

At your age, and more specifically, because you have had no sexual contact there is nothing else this can be other than natural development.

Some men get very distinctive Spots and Glands that are all part of the natural adult penile development process that can continue to take place until you are around the age of 35 or 36 YOA. For most men however, spots and glands will be fully developed by the mid-twenties - I think you simply have a gland that is developing.

You may get multiples of spots and glands in the next 6 to 8 years or so, or, you may get very little else - it is a very individual process.

Do not get alarmed by any of this, and certainly do NOT try to pop them, or they may turn into permanent scars or grow more prominent than they would have.

If and when you become sexually active if you have different glands and spots you will need to distinguish between these, and what may be potential STD / STI's if you ever have unprotected sex or receive oral.
