Raised bumps and minor red bump on shaft, anyone have anything similar?

Hello, these bumps appeared on the shaft under my penis yesterday. The day before that i was masturbating for a long time but this has never happened before. I'm not sexually active and haven't been for a few months now so not sure if its due to masturbation or what. i was using the immiquimod steroid cream a few weeks ago for a health condition i thought i bad but have since stopped. This is the only pic I can upload unfortunately.
