Looks like a fungal infection. Ask your chemist/pharmacy for fungal cream containing Clotrimazole. Wash the area daily and dry thoroughly. At night rub the cream in thoroughly. May take a week to clear up but you have to persevere. Also try washing the area with a dandruff shampoo containing Selenium Sulphide.
Wash all your underwear at 60 degrees minimum and make sure it is 100% cotton and not nylon/lycra. Dont wear pants at night.
Its quite common.
