Rash doctor not concerned

I have a rash on my arm near my wrist that my doctor isn’t really concerned about, but I would still like to know why I have it. The rash is circle shaped, red and slightly raised. I’ve had it for about 3 months now and it doesn’t seem to be going away any time soon. Here is what it looks like: https://imgur.com/a/J0ui9

    3. Is it itchy or dry?
