Rash on arms

hi there! i have this rash on my arms for over a year now. it started on the right arm a lot smaller then continues to spread on my arm & seems to be centre clearing. I also got another smaller one on my left arm in the same place. Fungal creams/tablets helped a little but didn't get rid of it. i have been to the doctor several times about it & they haven't noticed anything strange, the only thing they saw on bloods were that my neutrphils are low & advised me to do more blood tests in a few months. I got referred to a dermatologist but the rash wasnt visible at the time & from photos he thought it might be psoriasis but said not to worry too much about it

p.s. photo was taken after a shower so seems redder than usual
