Rash on my legs

I have these red spots on my legs for almost 7 months and not disappear but it's getting more 2-3 spots near the area as time goes on and it's not really itchy at all. if i do scratch them it get painful and very sticky.

Is this HIV or prehaps some disease? I am 26 i've been tested for std and always got negative. And i never got any spots until 7 months ago, nothing has change in my diet or places and i am healthly.

I shaved all the hair oon the red spots area to see it better. Is this normal, it's not dissapearing or recovering at all .
