Rash - round on hip

large round rash about 10 to 12 cm across diameter. Persistent for about three years. Has not change size or shape. Does not itch

I have tried strong Cortizone treatment without any effect and then tried broad-spectrum antifungal treatment without any effect. Both were recommended by my doctor although they suspected it was not fungal. They then said the next step would be to take a biopsy. Any other ideas on what I could use or try for this is?
