John, as Kim states there is nothing showing in the photo - perhaps if you took one indoors but in really strong daylight that may show in a photo ..... ?
What you may have is a basic dermatological reaction going on - think of all the things the skin of your genitals comes into contact with, this can be something as seemingly innocent as soap and shower gel that can be creating this impact of your skin.
Often, simply not applying soap or any form of body wash to the area can help a great deal, when you take a shower use the running water to fully rinse your entire groin region, then when you get out of the shower make sure you use a clean dry towel that only you use, do not share towels with others. Make sure you spend time to make sure you are 100% dry.
What can make the situation more difficult for the skin is if you shower frequently, such as 2 or 3 times a day - for most people who do this they may be a active sports person, or do gym workouts regularly, often it is dealing with regular sweat that the skin has problems with, particularly if activity clothing such as shorts are not changed on a regular basis.
Once you have excluded soap and other forms of body wash you could get yourself some Coconut Oil that is for use on the skin only, or pure SHEA butter, apply a light coat of either, say 2 or 3 times a week, try after you have dried yourself after taking a shower. If the skin reacts to this, stop using immediately, and my further suggestion would be to see a Dermatologist, particularly if this issue has been in place for a year or more.

They are just fordice spots, from the pictures you showed, they don't look like warts or molluscum.
Go see a dermatologist if you still worry and want to be sure of what you have.
