Reconstructive plastic surgery on lip? 2nd time?

In August 2015, I had the right side of my lower lip taken off by a dog. A few hours later, I had reconstructive lip surgery where 16 stitches were placed. I am thankful it was only my lip and that I am in much better condition now.

The only residual blemish on my lip is a bump (scar tissue). It is located on the top of the lip. Is this something that can be removed fairly easily? Would I get any insurance coverage or be paying out of pocket? I assume the latter.
