Recurrence of hydrocele - fluid after surgery

Met with a Urologist who said I need my non herniated non cancerous hydrocele removed. He said there is about a 30% chance of the fluid/hydrocele reoccurring after surgery. I told him I would get back to him about getting the surgery.

After I investigated via the web I could not find anything anywhere about this high of recurrence. I found that sealing off the passage between the abdomen and scrotum so fluid cannot reenter in the future appeared to be common with this surgery. Found this is also known as “closing off the opening to the tunica vaginalis”. I spoke again with the Urologist and told him of my findings. He said I was welcome to get a second opinion but he was sticking with his 30%.

Can anyone shed any light on this before I go for a second opinion 30% seems very high?
