Recurring red mark on penis

I have a recurring issue that happens once or twice a year. It starts as a swollen area of skin on the left side of my penis just below the glans. after a day or two the swelling goes down and there a bright red mark. It varies in color slightly day to day, but after awhile tends to get darker. It does not hurt or itch. It is pretty flat. No bleeding. Is dry to the touch.

This picture is how it looks 5 or 6 weeks after the initial swelling. Any thoughts?
