Recurring redness and itchiness

For 7 months now I have had a red itchy rash on the penis head. No pain. It comes and goes every 5-6 days. Sometimes, after it calms down, there's an invisible layer of something on the back of the head and the foreskin that covers that part. It doesn't come off during showering but if I rub it with a towel it starts peeling off (pic with the red arrow points to an area where i've rubbed it a bit to show). Sometimes there are red dots/bumps (look like PPP from other forum posts) after the redness calms down

Doctors:

I've been to 4 dermatologists. Firstly (microbiology result came back clean) I'd been prescribed a cream for an allergic reaction. It kept the condition from appearing while I was using the cream (1-2 weeks) but it came back like a week after. Went to another dermatologist - got antifungal cream (microbiology result was clean again). The condition didn't appear while I was using the cream (3 weeks), then came back a week later. The third doctor prescribed antibacterial cream (microbiology showed Acinetobacter baumannii) and suggested I start antibiotics if it didn't work. Again it worked while using the cream (~2 weeks) and then came back a week later. I did not start the antibiotics as I am not sure I can trust the doctors anymore.

Hygiene:

I shower daily. I use soap/shower gel to clean thoroughly since the condition started. Before it started I only used water, soaps very rarely, maybe only after sex.

Sex:

When this first appeared, I kept having unprotected sex with my girlfriend during the periods when it wasn't irritated. The second dermatologist advised to only have sex with a condom, but I didn't listen. For the past 2 months we have stopped sex entirely though, but I havent treated with anything but repairing creams in that period.

Products used:

  1. Locoid Lipocream 0.1%
  2. Cicabio Creme
  3. Canesten 1%
  4. Cicalfate
  5. Dexasept Cream
  6. Sometimes we would use a baby oil as a lubricant and she also uses it on her whole body regularly. She also uses a special intimate gel for showering.

Some other things that might be related:

  1. We both had fungus on the toes. Mine cleared up about 2 months ago but she is still treating hers.
  2. I have had this white tongue for years that I read about may be due to candida (and we do have oral sex).
  3. I also have a small patch of dermatitis seborrhoides on my head and chest
  4. After I started having this problem I found out that I have to dry the penis head thoroughly after showering. I had never before been drying it.
  5. I moved to a new place right before this started. New place has kind of high humidity. We are using a dehumidifier.
  6. Girlfriend sometimes has small bites on her legs in the morning. I never had any bites. We used a cleaning company to do the mattresses in case of bed bugs or something.
