Looks like a sebaceous cyst. You could probably pop it, but it's likely that it will disappear by itself.

I don't think you need to see a doctor, but if you want to get it looked at, you could either see your GP, or if you're in the UK, you could go to a genitourinary medicine (GUM) clinic - google "GUM clinic near me" for details. I am not an expert on either, but I do not believe this is a sebacious cyst and more likely an ingrown hair that has gotten infected or irritated. I've had both in various parts of my body.
Obviously keep it super clean and as dry as you can. I don't know if they allow us to post links, but I suggest you go to youtube and search for "ingrown hair on penis." If you like do the same for sebacious cysts and it will show you the same or similar results. If it is an engrown hair, it will be delicate, but you can extract it yourself, as you will see in the clips.
I do not believe the penis has sebacious glands.

An ingrown hair is definitely also a possibility.
Sebaceous cysts are now correctly called epidermoid or pilar cysts. From that first link I posted:
"These cysts used to be called sebaceous cysts but this term is no longer correct, as the origin of these cysts is not from the sebaceous glands in the skin (as was once thought)."
The penile shaft does have sebaceous glands though.
You can only post links to things on this site btw, but if you tell people what to search for (as you did), they'll usually find it.
