Its tinea versicolor, so stop thinking about cancer or leukemia.Its caused by a fungus and it sometimes helps to wash the area with dandruff shampoo that contains Selenium Sulphide. Work up a good lather over the area with a soft brush, leave for a few minutes, then wash off thoroughly. Do this on alternate days.
