Well it certainly looks like a "spot".It may be an infected hair follicle and with thorough washing should discharge and clear up
It could also be an ingrowing hair which has become infected. It looks like an infection because of the pinkness around it.
Also sometimes you can get hard bumps of keratin on the buttocks which are difficult to shift. especially if you have a job which involves a lot of sitting down.
The best treatment for all these is thorough washing and using a hard nailbrush and soap to give the skin on your buttocks a good scrub. Not enough to make your skin sore obviously.This will lift any ingrowing hairs, will cause any spot to discharge and will help with keratin bumps.
Scrub on alternate days just before you go to bed and then use a moisturiser to help soften the skin. It doesnt have to be anything expensive. Nivea is fine.
