Red bumps/rash on glans for 3 years

About a month after unprotected sex about 3 years ago, I started getting these red bumps/rash which have never gone away. There isn't really any pain, although occasionally there will be a sharp pain once a week or once every 2 weeks or something for 1/10th of a second. The skin generally feels different that it used to. The bottom side of the glans is not affected much by this, it appears as it did before this happened.

I've gone to the doctors and got tested and was negative for HSV but was unable to bring this specific issue up.

When I'm flaccid it doesn't appear as bad but it noticeable. When erect it appears like in the photos, and is extremely unsightly.

I'm a bit confused about this lasting for 3 years and appears to be slowly getting worse. I don't want to infect any partners unknowingly and would like to know what is causing this. Can anyone help shed some light on this?

Unfortunately I am not allowed to receive medical care unless it is a critical emergency so I cannot see any medical professionals unless it becomes a life threatening issue.
