Red foreskin. Is something wrong?

I'm 16 and my penis has been like this for as long as I can remember and only recently have I thought that something may be wrong. I went to a pediatrician who said that my foreskin is probably just red, but I want to be certain that nothing is wrong. I have no other symptoms beside the redness (no pain or discomfort, occasionally an itch).

It is likely to be something your penis is in regular contact with - so these can be things as diverse as Baby Oils / Gels, skin creams, and so on, all the way through to the soap powder used to wash your underwear. So, think about all the stuff your penis comes into contact with - if you are using anything regularly, stop using it for at least 5 or 6 weeks and see what happens.
It could even be the soap or shower gel you use are causing this - wash with water only, dry completely, by patting it dry with a towel immediately afterwards ... here are the essentials ....
What to do - never use any form of soap on the head of the penis, when you shower, draw the foreskin forward to protect the head of your penis, rinse everything off when you finish showering, then expose the head of your penis and rub with fingers and water only - dry your penis first carefully pat dry with a towel and make sure the head and foreskin of your penis is completely dry!

What you are likely to be referring to is Smegma. Each individual Male experience of this can vary considerably - many will not notice it at all, while some, like yourself note the stickiness.
What you need to be aware of is that there are bacteria ('Good-guys') that are naturally present on the head of the penis and this gets mixed with a naturally bodily oil, from sebaceous glands.
The secret is to keep the hygiene of your penis right so that you do not kill off this good bacteria, or worse still, have no hygiene regime and the bacteria breed out of control and become problematic.
I have already suggested the correct hygiene regime in the "What to do" section of my first response to you .......

i havent ever used soap yet wash thoroughly but still get a smell and stickiness ?

So, what I was trying to explain was that this level of stickiness may be normal for your penis. The only way to control the foul aroma is to wash the tip of the penis each time you urinate - if you cannot wash, for example when you are out of the house, use a bit of tissue or toilet paper to remove all presence of urine ....

i dont get smell anymore but my penis is still sticky, any ideas why?

This is going to be the Smegma as I have tried to explain - put the Hygiene practices in place that I have explained already - this is the key to having Healthy Smegma, rather than a potential breeding ground for bacteria that get out of control and is therefore unhealthy. Keep soap and shower gel away from your foreskin and head area of your penis, wash the area with water only, pat it completely dry with a clean towel.
It is not possible that you have something else different that is causing the stickiness - you may have more than most people just now, but your penis will continue to develop until you are around 20 to 25 YOA. The likelihood is that this will even itself out as you continue to develop, and, certainly by the time you are in your mid- to-late 20's.
One tip I will mention is that some men do this: try to draw your foreskin back so that the entire head of your penis is exposed, then fold the foreskin back on top of itself, or simply start to draw the foreskin forward again, but leave most of the head of your penis exposed. Your foreskin may stay in place so that most of the head of the penis stays exposed for the entire day - you may need to experiment with this a bit until you get the foreskin to stay in place like this.
What this will do is that if you keep the head of the penis exposed some of the stickiness will dry out and you may find that you prefer it that way .......

It only becomes a 'cheesy white substance' when it gets out of control - if you actually have an appropriate penile hygiene regime in place you will not notice it.
So, for most males, wash it with water only - keep soaps and shower gel and stuff well away - dry carefully by patting with a clean towel will keep your penile head area in good nick ....
