Just looks irradiated, it should improve in the coming days. If not, then it may need some treatment.
Some iodine will make sure it's clean in the meantime.

From your photos, the red strip looks like the penile raphe which forms in the developing embryo as tissues forming the penis meet in the middle of the shaft (on the underside) and seal the urethra so that urine only exits at the very tip of the penis.
All men have a raphe.
