Red lines/rash on penis shaft

Ive had this condition on and off for the last couple of years. Been to a lot of dermatologist but havent been able to get a proper treatment. If it goes away its for couple of weeks or most couple of months, then it comes back again. It doesnt hurt,itch or burn. It gets bad after i shower, masturbate or have sex. It might be a some soft of atopic dermatitis, but not really sure. I definitly know its not allergic(already tested it).If the lines arent red it has a shinny appeareance to them.
