it can be something like friction burns.
Stop masturbation for a week or so n see if it improves

What it looks like most is either a fungal / yeast infection, or a skin condition such Psoriasis or Eczema.
I say looks because photos do not always show what you see in front of you.
Do you have any skin problems anywhere else on your body?
Say a little more about the special body wash you were using? What was it? were you prescribed it by a medical professional such as a doctor?
Ultimately you may need to see a dermatologist to get the correctly identified and treated .....

Okay Cookyy, I will help you as much as I can - there will be things you need to do and get right.
When there is stuff going on with your penis the essential to get right is your personal hygiene.
So, do you shower regularly, or is this something you can do?
Do you have your own towels or do you have to share - if so, is it possible for you to get a towel of your own from a bargain shop?
Ideally, you need to get in the habit of fully washing your penis after each time you urinate, have masturbated at all, or after you have had sex.
Do not use too much soap - if you are washing but not having a shower - half-fill a wash basin, use a slight bit of the soap or tiny amount of shower gel and apply this to the main part of your penis - your shaft, then work at the head area, try only to use the water from the basin when you clean around your pee-hole ) this is called the Meatus) - you must be really careful not to get soap or anything else if your meatus as this can cause a major problem. Always end a wash by using plenty of the water to fully rinse as NONE of the soap or whatever else you have used to wash, remains on the skin of your penis.
As you have a skin issue going on with your penis the other thing you need to get right is fully drying it - and this is where having your own towel comes in.
Dry the upper part of the shaft of your penis and the head area really carefully by patting it dry with the towel.
You MUST remove ALL of the moisture as this potentially can be part of the problem you have going on. Then make sure no water is left behind anywhere else on your penis.
You say you have been to the doctor several times or more, I am wondering whether you live in the UK?
If so, I am wondering whether you would go to a GUM Clinic and get a visual check on what you have going on? These are usually at General Hospitals but can also be in city centres.
This may help in finding out whether you have a skin condition on your penis or not.
And, from September onwards have you had unprotected sex at all?
.

So, time for specific details from you: how long ago exactly did you first notice something was not right? Was it like, 8 or 9 weeks, or perhaps much longer now, more like 12 weeks or possibly longer?
Who gave you the steroid? What is the name of it? Is it a white cream or is it almost clear / opaque?
When is your appointment with the Dermatologist?
