Red small spots on my penis head

My wife started having a very itchy vulva July 3rd after work, we had sexual intercourse and on July 5th I noticed these small red spots on the head of my penis no pain, not itchy sort of look like a heat rash. we haven't seen a doctor because I was just laid off and everyone is about $100+ for each of us. she has never had a yeast infection so we don't know if it's that. She originally thought it was because she had a small piece of toilet paper by her pee hole and it got dried out.
