Alex, we need to be sure what it is you are concerned about: you have lots of tiny dots on the head of your penis that have probably been there for many years. This is not what you are concerned about?
The photos do not show me anything particular, but there seems to be some larger bumps - so if you look at photo one for example, near to the bottom of the head of your penis there seems to be some larger bumps, or spots as you may be calling them. There may even be some at the top of the shaft of your penis, bellow the head. Is this what you are concerned about?
It would be helpful to know if you have recently had sex with anyone, particularly not using protection?
What is your age? When masturbating, do you use anything as a lube of any kind, or perhaps a cream or lotion of some kind to hydrate your skin.
In general terms: if you want to help your penis recover you need to take a masturbation break. Yes, I do realise this is not an easy thing for some men to do. What you most likely have is an irritation of some kind, by masturbating several times a day you are simply multiplying the impact of whatever it is that is causing the issue.
Try limiting yourself to masturbating once a day to start with, then if you can take a break for a day, if that works for you, try to aim for 2 days, and so on. What you need to see is a series of rewards, not a series of doing without what you naturally want to do and enjoy.
So like this, by reducing your masturbation you are helping your penis to recover. By achieving a limitation it shows you are in control of the situation, and if you can, you can develop on this and say the health of your penis is more important than your immediate pleasure.
I am on this Forum because throughout my adult life I have had different problem with my penis. I have had many occasions where I have had to stop masturbating for 2, 3 or 5, 6 months at a time. At worst the skin of my penis was a total mess for the best part of 8 months - to help my skin recover, and ensure things did not become worse I had to start masturbating. What is notable, when my skin was strong enough, or the other problems got resolved, each time I was able to establish a better, more pleasurable way to enjoy masturbating - you can do this too, if you have the determination required ......

My best suggestion is what you can now view on the head of your penis are the things that are naturally present. While some people think that oral is relatively free of risk this is not actually the case. However, if you had caught something during the oral it would have developed into something more apparent than what you see now.
For the majority of men the reason for an appearance like this is due to irritation, and this is why I asked whether you apply anything to your penis for masturbation. Many men use things like skin cream or lotion, or baby oil or a specific sex lube of some kind.
As I detailed in my initial response, the fact that you are masturbating up to 3 times a day means that if anything is irritating the skin of the penis then the impact of irritation is multiplied and the skin has very little chance to recover from that.
The most common cause of skin irritation for the very sensitive skin on the head of the penis is being exposed to years of use of soap, shower gels and other forms of body wash. Also, if you have always applied something to your penis since you first began to masturbate then this too can become an irritation to the skin.
If you are concerned you may have an STD / STI then the only way to address that concern is to get tested for all potential sex related conditions .....

I had sex, and then I had balanitis, I took anti fungal, but until today 3 months later my penis is still red and only better if I hydrate, but most of the time it's dry
I remember having a very strong ointment that I'm afraid of taking the lubrication from the glans
