Red spots under penis head beneath skin

i have been having red spots on my penis for about a week now there is no pain when i urinate or masturbate it also doesnt itch but its been happening on and off for the past 3 months it usually happens a few days after i have sex (protected and unprotected with oral) i always wash immediately after to the first time it happen i went to see a doctor and he said it was a fungal infection and he prescriped me lotrimin which i still use now and it goes away for a little bit but comes back i dont know what it is but im worried its something worse
