Redness in my penis. What is this?

hey, i have this redness in my penis glans and foreskin. It comes and goes away. Doctor gave me cortizone for it and it worked really good but after i stopped the cortizone then the redness came back. The redness have not been so bad after i started to wash my penis every day and after pee cleaning it. What should i do with this? Is this balanitis or what? in the first pic is how it is now, does it look normal already? In the second when it was bad.imageimage
