Redness on Head of Penis - Friction Burn?

Hey, I'll keep this brief.

I'm almost certain this is long-lasting damage from friction burn from masturbating/having sex.

Last July, I had the redness in the below images appear on the head of my penis.

I have visited a Doctor three times for this. The first time, they prescribed a steroid cream assuming it was a friction burn, the second time they "didn't know what it was", and the third time, at a sexual health clinic, they didn't seem concerned / said it was normal to have discolorations like this on the penis.

It's been 7 months now since it appeared, and while it hasn't grown, it also hasn't disappeared either. I've barely touched my penis in this time--washing it with warm water, no soap, drying off carefully--to no result.

So what do you reckon it is? I'm assuming it's long-lasting damage from friction burn, as I was a little heavy handed for a long period of time. If you agree, how would I go about treating this? I've used some aloe vera, and the steroid cream I was prescribed, and no luck.
