Redness on penis and some white spots... Help needed as to what it can be??

All this started 2 months earlier in late February. A little red spot appeared which quickly disappeared within 2 days. I had sexual activity that day but only oral. But I rubbed my penis very hard on the towel like really hard. So i thought maybe it was because of that physical damage due to rubbing with towel. These spots would occur randomly and were disconnected always and would disappear within 1-2 days. Then 15 days there was a huge surge of these bumps which left my penis red. I panicked and got tested for hiv, herpes chlamydia and syphilis. All those came out negative. Then I applied some anti fungal cream on them with no relief. But when I applied some betamethasone cream (steroid) i immediately got relief. I showed it to doctor a few days back and he said we will treat it for fungal diseases. He gave me an anti fungal cream and a betamethasone cream along with fluconazole tablet for 5 days. I still have redness on my penis when i try to masturbate and it pains sometimes after ejaculation. My tip of the penis gets especially red when i masturbate. The redness eventually gets less. Also some white spots have been occurring on my penis. I think they are some form of fungal growth but i am not sure. I am attaching images. Please anyone help as to what it can be. I have been very anxious for past few weeks and it would really be a great help if anyone can shed some light as to what is happening with me.

    welcome to the club , i and many others have the same thing no doctors seem to have any idea what it is some even shrug it of and say its nothing
