Regulation 35 ..what is it exactly

Hallo everyone I would like to ask you about regulation 35 ESA.excstly what does it say and what is the exact criteria to fit it .I've read on here that it's hard for someone to resonate with it so in theory even though it's there it doesn't apply to many people which makes it even harder to qualify ..???!?!!

    It allows entry to the support group for people who aren’t covered by the support group descriptors, but where there would be a substantial risk to their health or someone else’s health if they were found to be capable of work-related activities. Otherwise know as special circumstances. Those with Mental health could possibly qualify for this.
