Resting Heart Rate - High numbers?

They usually say resting heart rate indicates overall health, and that the lower the better (usually).

However, I am not quite sure what Resting Heart Rate is. As in, when should you measure it? Whilst sleeping (with a watch or something). Whilst awake? Also what time? Should you be laying down?

My absolutely lowest is 57-60 beats per minute which is right before I close my eyes in order to sleep (whilst laying on bed).

However, during the day, whilst still 'resting', I find myself having 70, 80, even 90 beats per minute, despite resting, doing absolutely nothing and not being nervous/anxious at all.

And a heart rate of 80-90 minutes can be quite alarming as far as I know, since it approaches the max 'normal' range.

So what is true resting heart rate, and how worried should I be about the numbers I mentioned above?
