Could it be that your foreskin doesn't fully cover the tip of your glans most of the time? My own foreskin is from nature of a little short and the area which always is exposed seem tougher and a little drier than the area further down the glans, which is the same with cut men. What’s your case? How long is your foreskin when flaccid? I can't see anything abnormal about your penis based on your photo. If you feel dry, avoid soap and use some moisturizer to see if that helps some. Good luck with that.

yeah i think it is normal..after 10 month no change..but not a problem in any way...my foreskin does not cover top of penis when flaccid
